Because English letters vary significantly in length (the letter E is a single dot, while Q is two dashes, a dot, and a dash), measuring telegraphy speed simply as “words per minute” requires an unambiguous reference word. The international radiotelegraphic community standardized on the word “PARIS ” (including its trailing word space).
Under the International Telecommunication Union standard (ITU-R M.1677-1), the timing elements of PARIS are strictly balanced:
